Employees must be Boston residents on their date of hire and for the duration of their

employment subject to BWSC policies and collective bargaining agreements.

Overview

Position Purpose:

Performs professional and technical work in order to fully support the engineering activities of the Commission; ensures that quality standards are met and is responsible for maintaining and improving upon the efficiency and effectiveness of all areas under his/her direction and control.

Responsibilities

Essential Functions:

  • Utilizes and operates the latest versions of AutoCAD and other software to draft base plans, construction and as-built drawings and related plans.
  • Assists Engineering staff in field surveys including instrument surveys.
  • Researches records for related data and information.
  • Produces copies of plans and contract documents and compiles into bid documents.
  • Reviews rough sketches, drawings, specifications, reports, and utility and other engineering data for inclusion in the contract design plans and/or as-built plans.
  • Drafts detailed drawings of structures and utility systems including roads, gas, electric, steam, telephone, water, sewer, drainage, and buildings in compliance with established BWSC CAD Standards.
  • Creates preliminary and final sketches of proposed plans, using the latest versions of AutoCAD and other software used by the Commission.
  • Creates as-built plans using the latest versions of AutoCAD and software used by the Commission and in compliance with established BWSC CAD Standards.
  • Updates site plans and other plans received from others to bring them in compliance with Commission’s standards.
  • Creates and assembles visual aids for public meetings and other purposes.
  • Accompanies engineers in the field to collect data required for preparation of construction drawings and as built drawings.
  • Researches record plans and facilities information.
  • Performs similar or related work as required, directed or as situation dictates.

Qualifications

Recommended Minimum Qualifications:

Education, Training and Experience:

High School Diploma or equivalent is required. Proficiency and/or one (1) year of experience in the use of recent versions of AutoCAD software used by the Commission is required; experience with water and sewer systems or similar municipal infrastructure projects is preferred. CAD certification is preferred. Must possess a valid Massachusetts Driver’s License.

 

Knowledge, Ability and Skill:

Knowledge:  Knowledge of fundamental engineering principles in designing sewer, drain and water construction projects; knowledge of application of scientific, engineering and management principles to the analysis of engineering problems and proposal of design solutions; knowledge of interpreting technical reports and drawings; knowledge of preparing designs with the use of AutoCAD; knowledge of reviewing construction drawings; familiarity with field surveys and survey equipment; basic knowledge of drafting; working knowledge of engineering computer applications; working knowledge of local and state regulations.

 

Ability: Perform complex technical research; compile comprehensive reports and the practical application of findings; assess conditions in a variety of locations and determine proper course of action; deal effectively and diplomatically with consultants, officials, department heads and other constituencies.

 

Skill: Strong interpersonal skills; excellent written and verbal communication skills; proficient computer skills including MS Office applications and specialized software including AutoCAD; skills in the above listed tools and equipment.

This position is regularly required to sit, talk, hear, use hands to finger, handle, feel or operate objects, tools, or controls, and reach with hands and arms as in picking up paper, files, and other common office objects.  Physical agility required to access all areas of inspection sites.  Employee may occasionally lift and/or move objects weighing up to 100 pounds. Vision and hearing at or correctable to normal ranges.

 

Supervision:

 

Supervision Scope:  This position performs various duties requiring a thorough knowledge of departmental operations and the ability to complete assigned tasks according to established procedures and protocol.

 

Supervision Received:  Works under the direct supervision of the Director, CAD.

Supervision Given: None.

 

Job Environment:

  • General office conditions; field work is performed outdoors with loud noise levels and exposure to variable weather conditions/hazards associated with heavy equipment and construction sites; the workload is subject to seasonal and weather-related fluctuations; responds to emergencies.
  • Operates telephone, computer, hand power tools, survey equipment and standard office machines.
  • Makes contact with municipal, state and federal representatives, city officials, contractors, businesses, property owners, engineering consultants, department heads, the public, other city employees. Contacts are in person, by phone, email and group meetings, hearings.
  • Has access to department-related confidential and/or sensitive information.
  • Errors could result in delay or loss of services, personal injury to self and/or others, damage to building and equipment, and significant monetary loss and/or legal repercussions.
