employment subject to BWSC policies and collective bargaining agreements.

Overview

Position Purpose:

Performs various entry level administrative and technical engineering tasks.  Responsible for engineering design and ensures that quality standards and inspections are obtained.

Responsibilities

Essential Functions:

  • Design sewer, drain and water construction projects involving new and rehabilitated water and wastewater facilities for the Capital Improvement Programs.
  • Provide field surveys including Total Station surveys for planning and construction projects.
  • Prepares project analysis using engineering software for hydraulic analysis.
  • Prepare designs with the use of AutoCad.
  • Prepare and review construction drawings, specifications, contract documents and contract estimates.
  • Evaluate designs submitted for review by other agencies, consultants, developers and utilities to determine compliance with Commission standards and effects of new construction on Commission facilities.
  • Provide consultants, utilities, contractors and the general public with engineering information.
  • Perform engineering investigations and recommendations relating to the operation and maintenance of the sewer and water systems.
  • Prepare clear and concise technical reports related to investigations and project design.
  • Required to work any emergency as directed by the commission or designee.
  • Performs similar or related work as required, directed or as situation dictates.

 

Qualifications

Recommended Minimum Qualifications:

Education, Training and Experience:

Bachelor’s Degree in Civil Engineering or Civil Engineering Technology is required. Up to six months experience desired. Must possess a valid Massachusetts Driver’s License.

Knowledge, Ability and Skill:

Knowledge:  Knowledge of fundamental engineering principles in designing sewer, drain and water construction projects, applies scientific, engineering and management principles to the analysis of engineering problems and designs solutions, interprets technical reports and drawings, prepares designs with the use of AutoCAD, reviews construction drawings, specifications, contract documents and contract estimates. Familiar with field surveys and survey’s equipment, basic knowledge of drafting, working knowledge of engineering computer applications, working knowledge of local and state regulations.

Ability: Ability to apply scientific, engineering and management principles to the analysis of engineering problems and ability to design solutions to same. Ability to interpret technical reports and drawings.

Skill: Strong interpersonal skills, excellent written and verbal communication skills, proficient computer skills including MS Office applications and specialized software including AutoCAD and HydroCAD,  operates the above listed tools and equipment.

Vision and hearing at or correctable to normal ranges.

Supervision:

Supervision Scope:  Performs various duties of a routine to complex nature following acceptable standards of quality and performance, requires independent judgment in determining methods of completion and carrying out assignments.

Supervision Received:  Works under the direct supervision of the Senior Design Engineer.

Supervision Given: None.

Job Environment:

  • General office conditions; field work is performed outdoors with loud noise levels and exposure to variable weather conditions/hazards associated with heavy equipment and construction sites, the workload is subject to seasonal and weather-related fluctuations, responds to emergencies, operates telephone, computer, hand power tools, survey equipment and standard office machines. When in the field may be required to wear safety hat, vest and shoes.
  • Makes frequent contact with municipal, state and federal representatives, city officials, businesses, property owners, engineering consultants, department heads, the public, other city employees. Contacts are in person, by phone, email and group meetings, hearings.
  • Has access to department-related confidential and/or sensitive information.
  • Errors could result in delay or loss of services, personal injury to self and/or others, damage to building and equipment, and significant monetary loss and/or legal repercussions.
