Residency Requirement

Employees must be Boston residents on their date of hire and for the duration of their

employment subject to BWSC policies and collective bargaining agreements.

Overview

Position Purpose:

Assist in the planning, execution, and monitoring of special projects, ensuring that they are delivered on time, within scope, and on budget. Collaborate with senior management to align projects with the organization's strategic objectives, identifying key deliverables and milestones. Orchestrate multi-faceted plans across various departments. Deliver project management, strategic planning and implementation support for key initiatives as assigned by the Executive Director.

 

Responsibilities

Essential Functions:

  • Assists in the implementation of special projects as assigned by the Chief of Special Projects.
  • Utilize Change Management, Project Management and Business Process Management disciplines for successful, on-budget and on-time initiatives delivery.
  • Analyze proposed projects, quantify impact as projected on business and prepare business case.
  • Prepare and present business plans along with overall strategy for special initiatives.
  • Collaborate with business leaders to prepare and execute special programs as well as initiatives to align projects with the organization's strategic objectives.
  • Lead and direct entire cross functional teams on data management, operations planning and milestone tracking for special initiatives implementation.
  • Manage process enhancements and varied special projects to execute solutions to attain key performance improvement or reduce risk.
  • Ensure effective communication across different operational levels and departments during project implementation.
  • Performs similar or related work as required, directed or as situation dictates.

Qualifications

Recommended Minimum Qualifications:

 

Education, Training and Experience:

Bachelor’s Degree in Construction Management or related field required; Master’s Degree preferred. Fifteen (15) years of diversified work experience in managing large-scale projects: Seven (7) years of high-level managerial/supervisory experience. Extensive experience in building construction and permitting required. Any equivalent combination of education, training and experience.

 

 

Knowledge, Ability and Skill:

Knowledge: Superior knowledge of applicable federal, state and local laws and regulations related to the construction industry, public procurement and employment. Advanced experience managing budgets, construction projects, field operations, and software systems associated with the utility industry.

 

Ability: Think strategically and analytically; communicate effectively and tactfully; ability to read and interpret blueprints and plans; ability to diplomatically navigate within a professional and political environment while maintaining the highest level of confidentiality.

 

Skill: Superior project management skills; excellent communication skills; advanced math, technical, and problem-solving skills; excellent customer service skills; strong organizational skills.

Ability to view computer screens, work with details for extended periods of time, operate standard office equipment and move throughout the office.  May move objects weighing up to 10 pounds.  Must be able to convey information to customers, supervisor, and other employees.

 

Supervision:

Supervision Scope:  Performs various duties of a routine to complex nature following acceptable standards of quality and performance; requires independent judgment in determining methods of completion and carrying out assignments.

 

Supervision Received: Works under the direct supervision of the Chief of Special Projects.

Job Environment:

  • Work is performed in an office environment. Majority of work is performed in a moderately quiet work environment.
  • Employee has contact with the public, Commission staff, the City of Boston, and varied outside agencies. Contacts are by telephone, in writing, by email and in person and involve an information exchange dialogue.
  • Operates computer, printer, telephone, copier, facsimile machine and all other standard office equipment.
  • Makes frequent contact with city departments, BWSC staff and outside vendors.
  • Errors could result in delay or loss of service and have potential financial repercussions.
